NDC Background


The National Development Council (“NDC”) , established in 1969, NDC has evolved into one of the most respected and comprehensive providers of financing, development expertise, technical assistance and training for development finance and community revitalization. NDC currently provides specialized technical assistance to local government and nonprofit clients in over 100 communities across the country. NDC’S core expertise is in assisting its client cities in strategic use of public resources and incentives in order to leverage private investment in economic and community development efforts. NDC’s experienced staff has worked with every economic development financing tool available, including New Markets Tax Credits, Low Income Housing Tax Credits, Historic Rehabilitation Tax Credits, Renewable Energy Tax Credits, tax exempt and taxable bond financing, HUD 108, Community Development Block Grant (CDBG), Economic Development Administration (EDA) funds and Small Business Administration (SBA) loan guarantee programs. 

Jina Yoon Bio
Jina Yoon is a Director with the National Development Council and is based in Los Angeles, CA. She advises clients on the financial feasibility and structuring of a wide range of economic development projects, including affordable housing, community facilities, commercial real estate, and mixed use projects. Ms Yoon is also an Instructor for NDC’s professional certification programs, teaching courses in housing and community development finance.  She sits on NDC’s New Markets Tax Credits and Low Income Housing Tax Credit Investment Committees and is the New Markets Tax Credits underwriter and closing manager for NDC’s western region.  Prior to joining NDC, Jina managed the Capital Finance Department of the City of Los Angeles Redevelopment Agency, and oversaw all aspects of the City’s $75 million New Markets Tax Credits Program.
